European Parliament Ratified The Kigali Amendment

The European Parliament today ratified the Kigali Amendment to the Montreal Protocol on phasing down HFCs used in HVAC&R applications.

The entry into force of the Kigali Amendment to the Montreal Protocol on phasing down HFCs – agreed in the Rwandan capital last October – today came one step closer after the ratification of the agreement by the European Parliament.

The final adoption of the text by the European Union (EU) as a whole is still pending as it must also be adopted by the 28 EU member states that are parties to the Montreal Protocol.

The Kigali Amendment will enter into force on 1 January 2019 provided that it has been ratified by at least 20 parties to the Montreal Protocol, or 90 days after ratification by the 20th party, whichever is later.

Ratification by a number of EU countries, therefore, will be sufficient to trigger the entry into force of the Kigali Amendment.

So far, four countries have ratified the amendment: the Marshall Islands, Mali, Micronesia and Rwanda.

Uncertainty Prevails; Future of Paris Agreement and HFC’s Still Unknown within the Trump Administration.

HFC Phase-Down: New Law In Australia

Please note that the Australian government has introduced legislation to phase down HFCs starting in 2018.

On March 30th 2017, legislation was introduced in the Australian Parliament to begin a domestic phase-down of HFC imports in line with the provisions of the Kigali Amendment to the Montreal Protocol.

According to CoolingPost.com, “The Ozone Protection and Synthetic Greenhouse Gas Management Amendment Bill 2017 will allow Australia to phase-down HFC imports starting in 2018 and reach an 85% reduction by 2036.”

USCIB Letter to US Secretary of State Rex Tillerson

 

February 13th 2017, the US Council for International Business submitted a letter to US Secretary of State Rex Tillerson.

The letter is one example of an industry group encouraging the new administration to remain engaged in multilateral environmental agreements.
